NEW! Record of Decision (February 2010)
FHWA has released Record of Decisions (RODs) for the Aroostook County Transportation Study FEIS ( Tier 1 ROD) and the Route 1-161 Connector in Caribou FEIS ( Tier 2 ROD). The RODs complete the decision-making process for the Tier 1 and Tier 2 FEIS. The RODs document FHWA’s compliance with the requirements of environmental and related statues and regulations that apply to FHWA decisions and actions on proposed highway construction projects. The RODs address comments received on the FEIS and include an errata sheet for the FEIS.

The Maine Department of Transportation and the Federal Highway Administration have released the Aroostook County Transportation Study Final Environmental Impact Statement (FEIS).

This FEIS addresses both the Tier 1 Aroostook County Transportation Study (ACTS) and one of the Tier 2 segments, Segment 4 – the Route 1-161 Connector in Caribou. A Tier 2 FEIS for the Presque Isle Bypass is expected to be released for public review in the Fall of 2010.
Draft Northern Border Crossing Technical Memorandum (Download size: 2.5MB)
To assist potential respondents to MaineDOTs upcoming RFP for the preparation of a Feasibility Study for the International Commercial Border Crossing Facility, MaineDOT is providing the 2002 Draft Northern Border Crossing Technical Memorandum. This memorandum provides detailed information on the border crossing site selection methodology and the results of the technical analysis.
Corps of Engineers Section 404 Permit Application for the Presque Isle Bypass (June 2008) Part 1 (download size: 10.2MB) | Part 2 (download size: 17.0MB)
MaineDOT has submitted a permit application to the Corps of Engineers for the Presque Isle Bypass (Segment 7 of the Aroostook County Transportation Study). This permit application describes the various alternative routes that were evaluated and reasons why they were dismissed. It evaluates in more detail three alignment options that would provide an easterly bypass of downtown Presque Isle via a new Route 1 alignment, but does not identify a Preferred Alternative. The Corps of Engineers will post a public notice on their website and solicit comments on the application before identifying a Least Environmentally Damaging Practicable Alternative. MaineDOT has submitted a permit application to the Corps of Engineers for the Caribou Route 1-161 Connector (Segment 4 of the Aroostook County Transportation Study). This permit application describes the various alternative routes that were evaluated and reasons why they were dismissed. It evaluates in more detail three alignment options that would connect Route 1 (at the Route 89 intersection) with Route 161 near Ogren Road, but does not identify a Preferred Alternative. MaineDOT has completed an Economic Impact Study to evaluate the potential economic impacts of a Presque Isle Bypass on businesses in downtown Presque Isle.
