Carol Barker Joins VHB as Florida Transportation Market Leader

VHB is pleased to welcome Carol Barker, PE, as Florida Transportation Market Leader. Carol brings a wealth of experience to her new role, having managed a wide range of complex infrastructure projects that address pressing transportation challenges throughout her career. Her client-focused approach and rich perspective in guiding public and private projects will help VHB develop solutions in response to the mobility challenges prompted by Florida’s growing population, aging infrastructure, coastal communities, and the integration of safety measures for all modes of transportation.

As Florida Transportation Market Leader, Carol will work closely with our diverse team to develop innovative transportation and safety solutions for our Southeast transportation clients to enhance mobility and address energy revolution challenges.

Carol’s more than 25 years of experience includes leading and managing a broad range of complex transportation projects, including planning, project development and environmental services (PD&E) studies, as well as design and design-build for both roadway and interstate improvements. Her leadership will help VHB support advancement of the strategic Moving Florida Forward Initiative from the Florida Department of Transportation (FDOT).

Carol has managed and delivered a variety of game-changing projects in Florida, including serving as project manager for the Florida’s Turnpike Enterprise (Enterprise) SunTrax AV/CV Test Facility in Auburndale; FDOT D1 US 441 Widening Design-Build in Okeechobee; FDOT D7 SR 580/Busch Boulevard Corridor Analysis in Hillsborough County; Enterprise SR 821 PD&E Study and concurrent 30% Design/45% Drainage Design-Build RFP; and Central Florida Expressway Authority (CFX) Wekiva Parkway Planning, PD&E Study, and Corridor Consultant in Orange County.

Carol holds a Bachelor of Science degree in Civil Engineering from University of Central Florida and is an active member of American Council of Engineering Companies (ACEC) Florida and the Transportation and Expressway Authority Membership of Florida (TEAMFL).
