Byrne oversees VHB’s New York City office. His decades of experience include managing complex engineering and transportation projects for the Port Authority of New York and New Jersey. He has direct experience on a variety of planning projects as well as preparing National Environmental Policy Act (NEPA) environmental analyses. He successfully applies his experience to complex operational, financial and regulatory challenges. |

Robert Dennison, III, PE

Dennison, former New York State Department of Transportation (NYSDOT) Chief Engineer, leads VHB’s transportation planning and design engineering services in New York. Throughout his 35+ year career, Dennison has made a tremendous impact on shaping the future of transportation and infrastructure in New York. As Chief Engineer, NYSDOT, Dennison was third in command responsible for New York State’s $1.6 billion annual capital construction program, bridge safety assurance of 17,000 publicly owned bridges and management of the annual consultant program of $250 million. |

Lisa DiTaranti, PE

DiTaranti is a 25 year veteran of the transportation industry in New York, New Jersey, and Pennsylvania. She manages transportation, transit, and planning studies throughout the Northeast. DiTaranti’s experience includes preparing environmental assessments, alternative analyses, travel demand modeling, BRT development, ridership, and station planning. |

Nancy Doon, AICP

Doon leads large scale planning and development projects, coordinating with public agencies, and preparing environmental assessments for clients throughout New York. She has served as project manager for the environmental review of many significant developments in New York City and is well-versed in the technical and procedural requirements of NYC Environmental Quality Review (CEQR), the NYS Environmental Quality Review Act (SEQRA), and the National Environmental Policy Act (NEPA). |

Terri Elkowitz

Elkowitz has been helping shape the landscape of the New York metro area for more than 20 years. Her portfolio of work includes major development projects in Queens, Nassau, and Suffolk Counties. Elkowitz is well-versed in the intricacies of the NYS Environmental Quality Review Act (SEQRA) process; she has prepared numerous planning and zoning studies, environmental assessments, and has provided expert testimony on planning, zoning, and environmental issues. |

Paul Eng-Wong, PE

Eng-Wong, co-founder and president of Eng-Wong, Taub & Associates, joined VHB as a result of the firm’s acquisition of Eng-Wong, Taub & Associates in September 2011. Eng-Wong brings his extensive leadership and performance of traffic engineering and planning services to VHB. He has served as a trusted advisor to the Port Authority of New York and New Jersey for more than 20 years. Eng-Wong has worked on a wide variety of traffic, parking, transit, bicycle and pedestrian studies for New York and New Jersey municipalities, public agencies, and metropolitan planning organizations. He is Past International President and member of the Executive Board of ITE. His executive leadership for ITE has put him at the forefront of issues concerning both the transportation industry and the state of practice for engineering professionals. |

Eschbacher has more than three decades of experience in project management, planning, design, and construction projects in the New York metropolitan area. The combined construction value of the projects he has overseen exceeds $5 billion. He has directed a wide variety of projects involving interstate highways, expressways, parkways, local roads, bridges, airports, and traffic signalization improvements. |

Halstead manages VHB’s Albany operations. He has more than 30 years of design and construction experience in the northeast including extensive experience in highway and bridge engineering involving interstate, urban, and rural projects. |

Walter Kraft, PE
Principal
Newark
Executive technical director at Eng-Wong, Taub & Associates, Kraft joined VHB as a result of the firm’s acquisition of Eng-Wong, Taub & Associates in September 2011. He is an internationally renowned transportation systems expert. Kraft is founding chair of the ITE ITS Council, and he was a member of the National Steering Committee on Operations, organized by ITE for the Federal Highway Administration to promote national awareness of the operations of transportation facilities. He recently served as editor of the ITE Traffic Engineering Handbook and the ITE/IMSA Traffic Signal Maintenance Handbook. He is Past International President of ITE. |

Lucivero is responsible for VHB’s northeast region, consisting of the firm’s Rhode Island, Connecticut, New York, and New Jersey offices. He oversees all civil engineering design, and is responsible for the firm’s regional growth and furthering the development of its practices. His 35+ years of civil engineering experience includes site engineering, hydraulics, highway engineering, construction management, and contract administration. |

Formerly the Executive Vice President and Chief Environmental Officer with KeySpan, Manning leads VHB’s energy market efforts. Through his experience as the former Deputy Minister of Energy in Alberta, the Canadian province supplying much of Long Island’s natural gas, he is able to advise clients on oil and gas infrastructure, pricing, alternative fuel, regulatory and energy contracting. |

Thomas Phelan, PE
Office Manager/Senior Project Manager

Phelan oversees VHB’s Newark office. Phelan has diverse experience in the management and performance of traffic and transportation consulting services. He specializes in freight/goods movement planning, research, and policy analysis, and he has participated in truck access and mobility studies throughout New York, New Jersey, Pennsylvania, Ohio, and Canada. He has contributed to national freight movement research efforts and the development of state- and region-wide freight movement plans. Phelan joined VHB as a result of the firm’s acquisition of Eng-Wong, Taub & Associates in September 2011. |

He directed a number of major land planning and environmental review projects, including those focused on downtown White Plains, New Rochelle, and Yonkers. |

As co-founder and principal of Eng-Wong, Taub & Associates, Taub led public and private development work for the firm. He joined VHB as a result of the firm’s acquisition of Eng-Wong, Taub & Associates in September 2011. Taub has 37 years of experience in the leadership and performance of traffic, parking, transit, and pedestrian studies for New York City development projects. He authored the “Traffic and Parking” and “Transit and Pedestrians” chapters of the first-ever NYC Environmental Quality Review (CEQR) Technical Manual. |
