Supplemental Scoping Meeting - February 8, 2005
In preparation for restarting the Draft Environmental Impact Statement for the T.F. Green Airport, an agency scoping meeting was scheduled for February 8, 2005.
Representatives from the following federal and state agencies attended the agency scoping meeting:
- Federal Highway Administration
- United States Army Corps of Engineers
- United States Environmental Protection Agency
- Federal Transit Administration
- U.S. Department of Housing and Urban Development
- Rhode Island Department of Environmental Management
- Rhode Island Historical Preservation and Heritage Commission
- Rhode Island Department of Transportation
At the meeting, the FAA provided an introduction to the attendees, reviewed the history of the project and reasons for needing to supplement the Draft EIS scope. Laurie Cullen, Executive Vice President of RIAC presented the proposed projects and gave a rationale for why they were needed. This was followed by Carol Lurie, Project Manager from Vanasse Hangen Brustlin (VHB), consultant project manager, who summarized the new scope items to supplement the original scope of the Draft EIS to respond to the new project (extension of Runway 5-23 up to 9,500 feet, the changed aviation context, and revised federal regulations). The FAA answered questions on purpose and need, alternatives, and environmental issues known at that time. During the meeting, the FAA also solicited agency comments on the original and supplemental scope items. The attendees seemed appreciative of the efforts made to bring them into the process. A coordinated agency review and mitigation strategy development process will be put in place for the project. A court stenographer recorded the presentation and all follow-up dialogue.
