Supplemental Scoping Process Report - June 21, 2005
As required by NEPA and the FAA's implementing orders (1050.IE and 5054.4A1), a scoping process to determine the scope and contents of the EIS was undertaken. The following attached document summarizes the scoping process; the meetings held, the comments received, and the Scope developed for the Draft EIS.

Supplemental Scoping Meeting - February 8, 2005
A Public Scoping Meeting was held on February 8, 2005 at the Radisson Hotel. Approximately 200 people attended the public scoping meeting. Attendees included: members of the public from the communities of Warwick, Cranston, Coventry, and Providence, elected officials, local government, and members of the business community. The meeting began at 5:00 PM and ended at 8:00 PM.
One meeting room (known as the project information room) contained presentation boards and information about the proposed action, including purpose and need, alternatives, major changes to the scope since the EIS process re-started, and environmental issues. (Click here to view the presentation boards). Handouts summarizing the information contained in the displays were available to attendees. An audio-visual presentation was replayed every 15 minutes, providing attendees with information on the proposed action, the history of the project, and the scoping process. (Click here to view the presentation). Representatives of the FAA and members of the consultant study team were available to discuss specific concerns or questions with attendees.
Attendees wanting to submit an oral comment on the scope of the EIS, or those wanting to hear the oral comments made by other attendees, were able to do so in the second meeting room (the public comment room). Attendees wanting to submit an oral comment first registered their name at the entrance to the public comment room and were then called in turn to speak to the Hearing Officer. Oral comments were accepted between 5:30 PM and 8:00 PM. A court stenographer recorded each individual oral comment.

Attendees were given comment forms and urged to submit their comments to the FAA in writing by February 22, 2005.
