| Goals and Objectives
Goals define the general intentions and purposes for conducting the transportation study, based on the issues that are being addressed. Objectives describe specific ways that the goals could be accomplished. The evaluation criteria are used to measure, qualitatively and quantitatively, how well each alternative meets the stated goal and objectives.
