When building a state-of-the-art research center, consisting of the largest single private sector investment in the city, you want the best team behind you. Altria turned to VHB to manage a complex entitlement process, rezoning and site design for this new center within Richmond’s rapidly growing biotechnology district. Our understanding of the development process in Richmond and relationships with key stakeholders enabled us to develop a creative approach to securing Planned Unit Development approvals. This meant that we could keep the project moving under a tight timeline and meet an aggressive 21 month construction and occupancy schedule. The Center is now home and inspiration to researchers and scientists, who are developing innovative technologies to improve Altria’s products.
