Broad Creek Renaissance: Creating a Vibrant Community in an Economically Depressed Area

Norfolk Redevelopment and Housing Authority

Norfolk, VA

An urban neighborhood – an antiquated public housing development developed after World War II to house military families – stood ready for revitalization.  It would take a long term vision and an integrated team to turn it around. Over 12 years, NRHA and VHB applied every creative idea to design infrastructure solutions for this 87-acre site. Each challenge was met head on – from getting water to detention ponds to working in the environmentally sensitive area – and resolved with expert value engineering. Working with multiple city departments, master developer, and local community groups, VHB was able to resolve the most important issues. The result – a vibrant, mixed income 600-unit development, complete with a park system and town center for community gatherings and recreational activities, flexible for future phases. Excellent engineering.  Stronger communities.
