Western Carolina University Campus Master Plan

Since 2017, VHB has been a trusted partner to Western Carolina University, a North Carolina Promise School. As part of a comprehensive Campus Master Plan, VHB developed recommendations and implementation plans to address challenges facing this growing campus in a topographically constrained rural setting. The proposed plan emphasizes effective management of limited resources, striving to balance investment in infrastructure and operations to promote immediate and long-term fiscal and environmental sustainability. The plan also aligns with the university’s goal to design a more walkable and attractive campus core.

Other critical elements of the 10-year plan include improving connectivity with both the new West Campus and historic Cullowhee; addressing pending parking shortfalls through policy changes and phased planning for WCU’s first parking deck; enhancing pedestrian and bicycle safety and accessibility; and improving and expanding transit service and efficiency.
