Keene Safe Streets for All Action Plan

To help the City of Keene reduce roadway fatalities and serious injuries, VHB partnered with the City to develop a data-informed Roadway Safety Action Plan, funded by the U.S. Department of Transportation’s Safe Streets for All (SS4A) Program.

Our team conducted a comprehensive analysis of crash data to identify priority safety concerns, high-risk locations, and populations disproportionately impacted by crashes. This data-informed approach was paired with robust community engagement—including meetings with Bicycle/Pedestrian Path Advisory Committee, social service agency representatives, staff from schools and colleges, and major employers—to gather public input on safety and mobility needs.

By comparing crash data with community feedback, we identified the top 25 priority projects for safety enhancements. These recommendations include new and improved sidewalks, enhanced lighting, safer crosswalks, traffic calming measures, and roundabouts to improve safety for all road users.

Following the successful completion of the plan, the City of Keene turned to VHB once again to support the development of a 2025 SS4A Implementation Grant application. This next step will help fund the projects we recommended and move the City closer to its goal of zero roadway fatalities and serious injuries by 2045.
