Alafia, a cornerstone of New York State’s Vital Brooklyn Initiative, has reached a significant milestone with the completion of Buildings C1/C2 and C3—the first residential buildings to open within this multi-phase, multi-acre development in East New York. VHB partnered with the development team to help bring this vision to life, supporting a growing community designed to advance health, equity, and opportunity for Central Brooklyn.
When fully built, Alafia will provide more than 2,400 units of affordable and supportive housing, 30,000 square feet of healthcare facilities, landscaped courtyards, a community farm, and shared spaces for recreation and gatherings. With Phase I complete, the first buildings are already nearing full occupancy—bringing modern, well-connected housing online and supporting a vibrant, community-centered neighborhood.
VHB played a key role in bringing Alafia’s first two buildings to life, managing the site work and approvals needed to prepare the buildings for residents. The team planned and designed new roads, utilities, and stormwater systems to support long-term resilience.
Working closely with city agencies—including the Department of Transportation, Department of Environmental Protection, and Department of Parks and Recreation—as well as coordinating with state stakeholders such as Empire State Development, VHB advanced critical public realm improvements, including new street trees, ramps, sidewalks, and other essential infrastructure that make the site safe, accessible, and ready for residents.
VHB also designed shared walkways and bike paths throughout the Phase I site that balance multimodal access with operational needs of emergency and service vehicles. These circulation routes are helping establish Alafia as a safe, walkable, bike-friendly community that encourages active living and social connection.
“This opening is just the beginning,” said Jay Prouty, Director of Site Civil Engineering. “Phase I sets the foundation for expanded housing and open space, and we’re carrying that momentum into Phases II and III, which will continue to create new housing opportunities and strengthen the neighborhood’s infrastructure for years to come.”
With Phases II and III underway, additional housing, healthcare space, community facilities, and public spaces are taking shape. VHB remains closely involved, guiding the site and civil engineering work that will connect residents to these resources and support the long-term growth of East New York.
