The Brickyard Breaks Ground in New Hampshire

VHB supports the state's first C-PACER-financed housing project.

VHB joined BRX Development, state and local officials, and community stakeholders to celebrate the groundbreaking of The Brickyard, a new mixed-use residential community in Lebanon, New Hampshire. The project will deliver 473 much-needed housing units to the Upper Valley region, including 422 multifamily apartments and 51 townhomes, helping address a critical housing need.

The Brickyard marks a significant milestone for New Hampshire as the first development in the state to be financed through the Commercial Property Assessed Clean Energy and Resiliency (C-PACER) program.

The development incorporates a range of sustainability and resiliency features that support its eligibility for C-PACER financing. A comprehensive stormwater management system is designed to improve water quality and mitigate flooding through a network of collection, conveyance, and treatment systems, while strategic culvert improvements will enhance water flow and reduce flood elevations. The project also supports reduced reliance on fossil fuels by integrating infrastructure for electric vehicles, including 342 EV-capable parking spaces. In addition, site design includes measures to enhance climate resilience and safety, such as planning for wildfire risk reduction through coordinated site layout and maintenance strategies.

VHB provided integrated services to support the project’s planning, design, and construction. The team’s work included transportation planning, permitting, geomatics, landscape architecture, and construction phase services. Working closely with BRX Development and project partners, VHB helped navigate regulatory requirements, refine site design, and advance the project from early concept through construction.

Located on Hanover Street, The Brickyard is designed to create a vibrant residential neighborhood that enhances connectivity and livability in Lebanon. The development reflects a forward-thinking approach to housing—balancing community needs with sustainable design and financing strategies that benefit both residents and the environment.
