Creedmoor Redevelopment Plan Approved to Transform Eastern Queens

State project unlocks 2,000+ homes, open space, and vital community services.

The Public Authorities Control Board (PACB) has approved the General Project Plan for the Creedmoor Mixed-Use Project, a key milestone in revitalizing a long-underutilized portion of the Creedmoor Psychiatric Center campus in eastern Queens, New York. VHB has partnered with Empire State Development (ESD) to help transform 46.5 acres of State-owned land into a connected, community-focused neighborhood.

Much of the Creedmoor property has remained inactive for decades, creating an opportunity to bring new housing and essential services to an area experiencing significant demand. The plan outlines more than 2,000 homes—including nearly one thousand affordable and market-rate options—along with dedicated housing and supportive services for veterans.

In addition, the redevelopment introduces a mix of community amenities intended to support daily life for both new and existing residents, including more than 10 acres of open space, early childhood and educational facilities, senior services, and neighborhood retail that will strengthen local access to essential resources.

Together, these components aim to create a walkable, connected environment that fosters long-term community vitality.

VHB’s work has included leading the environmental analysis, coordinating with agencies and stakeholders, and collaborating with the New York State Historic Preservation Office to explore adaptive reuse opportunities. This approach supports a redevelopment framework that honors the site’s history while advancing modern, community-oriented design.
