Hunters Point North Vision Plan Wins NYS Adaptation & Innovation Award

Recognized for guiding climate-resilient development along Queens’ waterfront.

A year after its release, the Hunters Point North Vision Plan for Resiliency is earning statewide recognition—receiving a New York State Adaptation & Innovation Award for advancing climate adaptation through community-led planning. Presented by Rebuild By Design, the award highlights projects that strengthen communities and inspire forward-thinking climate solutions.

Developed by the Hunters Point North Community Coalition in partnership with the Long Island City Coalition and VHB, the Vision Plan establishes a framework for transforming a half-mile stretch of industrial waterfront into a resilient, mixed-use neighborhood. Incorporating strategies such as living shorelines, resilient open spaces, a resiliency hub, and land value capture, the plan proactively reduces climate risks while supporting long-term social, economic, and ecological vitality.

Since its launch, the plan has played a central role in guiding development along the Queens waterfront. By providing a clear, actionable framework, it has informed local discussions and decision-making around climate vulnerability, transportation, mobility, public space improvements, and environmental protection. These multi-benefit strategies reduce flooding and storm surge risk while creating recreational and ecological assets that enhance the neighborhood’s livability.

The Vision Plan has also sparked broader conversations about urban resilience. By integrating forward-looking technologies such as climate monitoring systems and zero-emission vehicle infrastructure, it demonstrates pathways to a greener, more connected waterfront. Local leaders and planners have leveraged the plan to coordinate improvements across transportation, land use, and mobility systems, aligning with—and in some cases exceeding—city and state adaptation goals.

With an emphasis on grassroots leadership and community engagement, the plan prioritizes residents’ voices and local stakeholders’ perspectives, producing adaptation strategies that reflect real community priorities and aspirations. This collaborative approach has strengthened local buy-in and created a replicable model for other waterfront neighborhoods, showing how climate resilience, social connectivity, and economic vitality can advance together.
