VHB welcomes Jody Holton, AICP, as Pennsylvania Director of Transportation Planning, based in Philadelphia. With more than 20 years of experience shaping multimodal transportation systems and guiding complex public initiatives, Jody brings a strong record of advancing strategic planning efforts that improve mobility and strengthen communities.
Jody joins VHB from SEPTA, where she led the Planning & Strategy Division, directing landmark initiatives including the Bus Revolution network redesign, Reimagining Regional Rail master plan, Zero Emission Bus Fleet Master Plan, and the SEPTA Forward Strategic Plan—efforts that modernized service delivery and positioned the region for long-term growth. Prior to SEPTA, Jody was the Executive Director of the Montgomery County Planning Commission (PA), where she oversaw the county’s comprehensive plan (Montco 2040), land development reviews, open space program, trail development, and community planning program.
At VHB, Jody will lead transportation planning initiatives across Pennsylvania, collaborating with multidisciplinary teams to deliver industry-leading solutions, advance transit modernization, and support sustainable mobility, while mentoring the next generation of planners. Her experience aligning technical analysis with stakeholder engagement will help clients navigate complex funding, policy, and implementation challenges while delivering transportation systems that support economic vitality, public health, and environmental stewardship.

Jody holds a Bachelor of Arts in Geography from the University of Colorado at Boulder and is a Certified Planner through the American Institute of Certified Planners. As Chair of the Pennsylvania State Transportation Advisory Committee, she advises state leadership on multimodal transportation policy and funding priorities, helping to further advance transportation industry legislation and policies statewide.
