Restore the Core Sets Downtown Lakeland’s Next Chapter

VHB helps turn community priorities into a CRA action framework.

The Lakeland Community Redevelopment Agency (CRA) has released the draft Downtown Redevelopment Plan Update for public review ahead of anticipated adoption this summer. Prepared as part of the City’s Restore the Core initiative, the plan gives Lakeland a focused framework for guiding reinvestment, public realm improvements, redevelopment priorities, and partnerships in the city’s historic downtown.

Downtown Lakeland stands out for its defined sense of place. Munn Park, Lake Mirror, Lake Morton, historic commercial blocks, civic spaces, local businesses, and arts and entertainment destinations contribute to a recognizable downtown experience rooted in the city’s Swan City identity. The lakes, swans, and visible urban wildlife further connect these core spaces to the natural systems and local character that distinguish Lakeland within the growing Central Florida region.

That distinct identity becomes increasingly important as Lakeland continues to grow within the Tampa-Orlando corridor. The focus for downtown is not whether change will occur, but how to guide it effectively. The Downtown Redevelopment Plan Update helps the CRA prioritize where to direct investment, how key sites can support reinvestment, and how streets, public spaces, and new development can strengthen walkability, housing options, economic activity, and connections between destinations.

VHB’s work integrated existing conditions analysis, market findings, community input, and implementation planning into a cohesive approach. Technical analysis documented downtown’s recent residential growth, employment base, real estate trends, and retail opportunities. From October 2025 through April 2026, VHB also engaged the community through open houses, a downtown social event, stakeholder conversations, and an online survey, capturing input from residents, businesses, property owners, visitors, and local partners.

That process shaped a plan organized around catalytic projects, policy actions, public realm priorities, mobility improvements, business support, placemaking, and implementation. The result is a practical action framework that can help the CRA evaluate opportunities, coordinate partners, and connect long-term vision with near-term decisions.

“What makes Downtown Lakeland special is how much comes together here: the people, the lakes, the wildlife, the history, the businesses, and the public spaces,” said Jared Jones, VHB Project Manager. “Restore the Core connects those strengths to the projects, partnerships, and investments that will shape downtown’s next chapter.”

With the draft plan now open for public comment, Lakeland is preparing to move from plan development toward delivery. Restore the Core positions the Downtown CRA to focus its resources on investments that strengthen downtown as a walkable, active, economically resilient, and distinctly Lakeland place.
