VHB has welcomed Sam Pugh, PMP, as a Senior Environmental Planner and NEPA Staff Lead in its Atlanta office, strengthening the company’s ability to help clients navigate environmental requirements and keep complex projects moving from planning through delivery.

Sam brings two decades of experience in environmental planning, National Environmental Policy Act (NEPA) documentation, and project management. His background includes leadership roles with the Georgia Department of Transportation (GDOT) and consulting experience managing multidisciplinary teams.

Sam has coordinated environmental studies across disciplines including ecology, history, and archaeology. He also led the development of more than 40 environmental guidebooks for GDOT’s Office of Environmental Services. Together, these experiences have given him a strong understanding of the regulatory process and the coordination needed to move projects forward.

“Sam understands how thoughtful environmental planning can support better project decisions and more predictable delivery,” said Erin Murphy, Environmental Service Leader, Piedmont-Atlantic and Southeast Regions. “His knowledge of GDOT processes, ability to lead multidisciplinary teams, and focus on practical solutions will help our clients address regulatory requirements while keeping their broader project goals in view.”

Sam holds three degrees from the University of Georgia, including a master’s degree in environmental economics, and earned his Project Management Professional certification in 2026. At VHB, he will apply his breadth of experience to projects while also helping mentor and support the next generation of environmental planners.
