Disaster Recovery & Resilience

Assess. Stabilize. Restore.

When disasters occur, they create cascading impacts across communities, infrastructure, and natural resources. Power outages, flooding, devastation to homes, properties, and recreational areas can disrupt access to essential services and slow recovery.

Recovery requires more than an immediate response. It requires a coordinated strategy that connects people, data, resources, and funding. VHB partners with communities, transportation agencies, and federal and public organizations to prepare for disruption, navigate recovery, and build resilience.

Recovery strategies align with various stages of the disaster planning process to help communities prepare for, adapt to, withstand, and recover from disasters.

When disaster strikes, VHB mobilizes quickly to help communities and agencies recover, restore critical services, and rebuild stronger. Our multidisciplinary teams assess impacts across the natural and built environment, perform structural inspections and safety evaluations, and develop strategies to restore critical infrastructure and essential services. Working alongside emergency management officials, we prioritize recovery efforts based on community needs and deliver accelerated design solutions that balance safety and regulatory requirements. By integrating resilience into recovery planning, we help clients restore critical assets while reducing vulnerability to future climate-and hazard-related risks.

At the regional level, VHB helps communities develop Post-Disaster Redevelopment Plans (PDRPs) that guide long-term recovery and resilience. Through a collaborative planning process, we work with stakeholders to identify priorities across land use, housing, economic redevelopment, mobility, environmental restoration, and infrastructure protection. Together, we assess risks and vulnerabilities associated with flooding, severe weather events, and other climate-related hazards, then develop actionable strategies to safeguard critical assets and strengthen community preparedness. These plans result in a coordinated roadmap for rebuilding stronger while aligning investments, resources, and recovery efforts across jurisdictions.
