The LINC project is a complete transformation of New Rochelle’s Memorial Highway Corridor and key adjacent areas into a vibrant, equitable, and environmentally conscious live-work-play community. Central to the project is the redesign of an overbuilt highway into a sustainable, green local road, featuring pedestrian crossings, bike lanes, and enhanced public amenities, as well as a new park and upgraded stormwater drainage systems. This redesign will restore connectivity and create a safer, more inclusive and accessible environment.
VHB is providing comprehensive Program Management services throughout the planning, design, implementation, and future construction phases of the LINC. Services include supporting the City in managing the project's scope, schedule, budget, risks, and construction, including coordination with outside agencies and all project subconsultants. VHB acts as an extension of staff, advocating on behalf of the City to keep design, procurement, and construction on schedule while incorporating feedback.
