NC 12 Living Shoreline & Resiliency Design

North Carolina Highway 12 (NC 12) is a vital lifeline through the Town of Duck, an idyllic vacation destination within the Outer Banks. As the only north-south route throughout the town and north to Historic Corolla Village, this major thoroughfare faces frequent flooding and shoreline erosion from heavy rain and storm surge.

To alleviate flooding and increase resiliency, VHB led the planning, design, and permitting for an integrated resiliency project that included elevating the roadway, adding bike lanes and sidewalks, installing breakwater sills, improving an existing revetment, and protecting and restoring the wetland fringe.

VHB also assisted the Town with its funding application through the Building Resilient Infrastructure and Communities (BRIC) program. A $1.85 million grant was awarded for the new living shoreline, pedestrian and bicycle infrastructure, elevated portions of NC 12, and drainage improvements—all working together to maximize resiliency and improve connectivity.
