VHB has been selected by L+M Development Partners to provide site investigation and remediation (SI&R) services and continued civil engineering support for Phase 4 of the Alafia development in East New York. The project is a key component of the Vital Brooklyn Initiative, transforming a 28-acre site into more than 2,400 units of affordable and supportive housing with healthcare, community, and open space amenities.
Building on work completed across earlier phases, VHB’s SI&R team will address legacy environmental concerns while supporting active construction on a complex, multiphase site. This integrated approach helps keep development moving forward while advancing long-term community goals tied to housing stability, public health, and neighborhood investment.
Phase 4 will introduce two new residential buildings and a new public roadway connection that extends the site’s internal street network into the surrounding neighborhood, improving access and long-term connectivity. VHB’s civil engineering services support integration of this roadway with surrounding infrastructure and ongoing site development.
Across earlier phases, VHB supported delivery of the site’s core infrastructure, including roadways, utilities, stormwater systems, and environmental approvals that enabled phased redevelopment of the site.

Once complete, Alafia will deliver thousands of homes alongside community-serving spaces that support long-term neighborhood stability in East New York.
