VHB is pleased to announce that Andrew J. (Andy) Gillespie, PE, PEng, has joined the company as a Senior Vice President, Corporate Transportation Market Leader. In this role, Andy will work across VHB’s footprint to drive growth and innovation with Departments of Transportation (DOTs), transit and rail agencies, aviation clients, and port and toll authorities, advancing VHB’s vision of being a trusted advisor and integrated partner to transportation agencies across the East Coast and beyond. Andy will strengthen VHB’s presence as a go-to consultant for full lifecycle services, from planning and environmental review through design, construction support, and program management. In this capacity, Andy will partner with regional market and service leaders to help clients navigate funding, regulatory, operational, and technology challenges while delivering projects that improve mobility, enhance state of good repair, and advance environmental stewardship.
Andy brings more than 30 years of experience in capital program delivery, strategic business leadership, and supporting transportation clients across North America. Most recently, he served as Executive Director – Transit & Rail and Executive Vice President for a national engineering and infrastructure solutions firm, where he led a 400+ person North American Transit & Rail business line encompassing systems, facilities, planning, and alternative project delivery.
Andy’s experience is grounded in time spent on the owner side as Chief Engineer at the Southeastern Pennsylvania Transportation Authority (SEPTA), one of the nation’s most complex multimodal transit systems. There, he directed all aspects of infrastructure—including more than 450 miles of track, 290 stations, 19 facilities, and 300 bridges—and oversaw safety, compliance, and operations across power, buildings, bridges, track, and signals. This deep public-agency perspective—spanning governance, safety, and long-term capital planning—gives Andy firsthand understanding of the pressures transportation agencies face as they balance state-of-good-repair needs, modernization, funding constraints, and public accountability. That perspective aligns directly with VHB’s commitment to being a trusted advisor and problem solver for complex urban and regional transportation challenges.

Andy holds a Bachelor of Science in Civil Engineering from Northeastern University and is licensed as a Professional Engineer in multiple U.S. states and in Ontario. Andy is an active member of the American Railway Engineering and Maintenance-of-Way Association, Institute of Electrical and Electronics Engineers, Transportation Research Board, and the American Society of Civil Engineers.
