VHB has promoted Candice Andre, AICP, to Development Manager for its Raleigh, North Carolina, office. Partnering closely with Raleigh Managing Director Jenny Fleming, Candice will help guide the office's business growth efforts by strengthening client relationships, identifying new opportunities, supporting strategic pursuits, and advancing VHB's visibility and impact across the Triangle. In this role, she will work across markets to connect clients with the company's multidisciplinary services and help drive continued success for the Raleigh office, our clients, and communities.
With more than 20 years of experience in land use, environmental, and transportation planning, Candice brings deep knowledge in helping public and private sector clients navigate complex development and infrastructure initiatives. Her portfolio spans transit, passenger rail, economic development, real estate, and community planning projects throughout North Carolina, providing a strong foundation for helping clients address emerging opportunities and advance their strategic goals.

Throughout her career, Candice has helped advance some of North Carolina's most significant transportation and community development initiatives, including the S-Line Transit-Oriented Development Planning Study, Research Triangle Park’s (RTP) 3.0 Development Scenarios & Infrastructure Study, and transportation infrastructure projects. Beyond her project work, she is active in the Urban Land Institute (ULI) Triangle and brings a deep commitment to shaping vibrant, connected communities throughout the region.
