Chuck Conran, PE, was named the 2025 Outstanding Young Member by the Virginia Section of the Institute of Transportation Engineers (VASITE). Presented at the annual meeting this summer, this prestigious award honors Chuck’s exceptional service and leadership to both VASITE and ITE, as well as his meaningful contributions to the transportation profession.

For nearly a decade, Chuck has been an active VASITE member. Since 2022, Chuck has served as Chair of VASITE’s Scholarship Committee, where he has helped manage the Kenneth M. Wilkinson Scholarship, awarded to college students pursuing transportation engineering-related degrees. For the past year, Chuck has led a refresh of the scholarship, updating applicant eligibility to align with ITE membership goals, and aligning applications with university calendars. Chuck also serves as the Chair of VASITE’s Richmond area planning committee, where he plans social and technical events for members in the greater Richmond area.
“Being a member of VASITE and ITE has had a significant impact on my professional growth,” said Chuck. “It’s helped me build stronger relationships with clients and colleagues across firms and agencies—relationships that directly support the collaborative work we do at VHB. The knowledge-sharing opportunities at conferences and workshops have also shaped how I approach safety and technology-enabled transportation solutions for our clients.”
