Paving the Way for Norfolk’s Premier Resort and Casino

Collaboration fuels casino milestone.

Boyd Gaming and the Pamunkey Indian Tribe celebrated the opening of The Interim Gaming Hall last week in Norfolk, Virginia. This milestone paves the way for the development of a new entertainment destination that will serve as an economic engine for the city.

This temporary gaming space offers guests an immersive experience and a preview of the new resort and casino, expected to be completed in 2027. Located in the Harbor Park parking lot, the facility features 130 slot machines as well as food and beverages.

Behind this important milestone lies a story of strong collaboration between the owners, community stakeholders, and project team. Together, they worked toward a shared vision for this destination, which will boost tourism, create new jobs, and deliver significant tax revenue to the region.

VHB has played a pivotal role in moving this development forward. Our team helped develop the master plan and designed infrastructure to support the site’s phased development.

When the casino required a temporary gaming space to stay on schedule and meet Virginia’s casino-legislation time limits, VHB stepped in. “Our relationships with local regulatory agencies allowed us to fast-track the site plan, permits, and flood certification, which were essential to secure the gaming license, enabling construction of this new facility in under one year,” said Ken Rodman, Mid-Atlantic Real Estate Leader.

The Interim Gaming Hall will generate revenue to support the construction of this new entertainment destination, which features a hotel, restaurants, casino with more than 1,800 gaming positions, parking deck, and riverfront promenade—repositioning an underutilized parcel along the Elizabeth River.
