The Woodlands Apartments at Phoebus

Hampton, VA

The Woodlands at Phoebus is an independent senior living community in Hampton, Virginia, offering private apartments, landscaped grounds, and a fitness center. VHB supported the owner in advancing the transition of city-owned land for redevelopment and prepared a site plan to accommodate the new facility with more than 130 units. While the site’s location was ideal, environmentally sensitive features—including a Palustrine Forested wetland and an intermittent channel—ran through the center of the property, limiting where buildings, roads, and utilities could be integrated into the site.

VHB partnered closely with the project team and coordinated with the U.S. Army Corps of Engineers and the Virginia Department of Environmental Quality to advance environmental permitting and address site constraints. Our work supported authorization for impacts to 0.44 acres of wetlands and 360 linear feet of intermittent channel, aligning regulatory requirements with project needs. By integrating permitting and site planning, VHB helped move this development forward to deliver much-needed senior housing in the community, allowing seniors to stay close to their neighborhoods to maintain the social ties developed over the years.
