Red and Purple Modernization Program

VHB is supporting the Chicago Transit Authority’s (CTA) Red and Purple Modernization (RPM), a transformative $2.1 billion design-build project spanning 9.6 miles of track. The RPM program upgrades aging infrastructure to improve accessibility, reliability, and capacity for thousands of daily riders.

As part of CTA’s Owner’s Representative team, VHB provides signal design review and construction oversight, supporting compliance and quality throughout the project. Our team observes factory acceptance tests and field commissioning for new signal systems, safeguarding operational performance. Key improvements include:

  • Replacing track, structures, power systems, and stations
  • Installing a new signal system across the corridor
  • Eliminating a level junction with a flyover bypass track to reduce delays
  • Commissioning two new interlockings to maintain service during construction
  • Designing a temporary signal system to manage increased train density

Phase A of the Lawrence-to-Bryn Mawr section is complete, with CTA trains now operating on new tracks and structures under a modern signal system.
