VHB supported HR&A Advisors on a transit-oriented development (TOD) study for Richmond’s planned north–south Pulse Bus Rapid Transit (BRT) corridor, identifying opportunities to align transit investment with mixed-use growth and improved multimodal access. The study evaluated 16 proposed station areas across Richmond and surrounding counties, examining how transit can strengthen connections between neighborhoods, jobs, and services while supporting long-term place-based development.
Building on VHB’s prior TOD work with the Greater Richmond Transit Company (GRTC), including the Downtown Transfer Hub, the team applied a corridor-wide lens to assess how land use, transportation infrastructure, market conditions, and neighborhood character can work together to support growth. The study incorporated demographic, real estate, and transportation analysis alongside stakeholder and community engagement to ground recommendations in local priorities.
VHB evaluated how existing and planned transportation networks—including multimodal connectivity, walksheds, and barriers such as high-capacity roadways—shape development potential and access to transit. Concept plans for representative station typologies, including commercial corridors, neighborhood hubs, and mixed-use nodes, informed actionable TOD strategies aligned with transit service, development feasibility, and Greater Richmond’s long-term growth objectives.
