Since 2017, VHB has supported the Washington Metropolitan Area Transit Authority’s (WMATA’s) Joint Development program through feasibility studies that identify transit-oriented development (TOD) opportunities at Metrorail stations throughout Maryland, Virginia, and the District of Columbia. The work has included joint studies at the Shady Grove, White Flint, Rockville, Brookland, Fort Totten, Wheaton, East Falls Church, Van Dorn, and Anacostia Metrorail Stations—reflecting a range of operational, market, and development conditions.
VHB provides integrated, multidisciplinary analysis across the full joint development project lifecycle, including station access and operations, pedestrian and bicycle connectivity, traffic circulation, land use and zoning, and environmental and utility considerations, pairing a technical lens with market and financial feasibility. Using “test fit” concepts, simplified demand and ridership insights, and high-level infrastructure cost considerations, the team evaluates scenarios that enhance the customer experience while creating value through mixed-use development near transit.
The result is a set of actionable recommendations that allow WMATA to determine go/no-go paths and define next steps toward joint development solicitations and partnerships.
