VHB Selected to Lead Planning Efforts for Redevelopment at Joint Base Cape Cod

MassDevelopment has announced the selection of VHB to lead a master plan initiative for the redevelopment of the 7,000-acre cantonment area at Joint Base Cape Cod (JBCC). The plan aims to identify current and future spatial needs of the base and develop strategies for redeveloping surplus property.

This appointment follows a competitive proposal process led by MassDevelopment. VHB, in partnership with Sasaki Associates, Inc., RKG Associates, Inc., Innes Associates, Ltd., and Goulston & Storrs, will engage in a multi-year comprehensive planning process that seeks to optimize the use of JBCC's assets, serving both national security and economic interests.

MassDevelopment has highlighted the opportunity to address housing demands, considering the base's potential for affordable housing development. Portions of JBCC span multiple towns, including Bourne, Falmouth, Mashpee, and Sandwich, making it a strategic location for community-focused initiatives.

As part of this effort, a robust and inclusive community engagement strategy is crucial. MassDevelopment, in collaboration with the Cape Cod Commission, is committed to engaging public participation throughout the planning process. This approach is intended to incorporate diverse perspectives that foster sustainable development.

Senior Vice President and New England Regional Manager Meredith Avery remarked, “This initiative represents a shared investment in Cape Cod's future, balancing smart growth with the enhancement of national security. In collaboration with MassDevelopment and our partner firms, we are committed to robust engagement with a diverse range of stakeholders and residents to develop a master plan that preserves the cantonment area's critical military functions, supports civilian uses, and boosts the sustainability and vitality of the Upper Cape.”

This master plan is anticipated to transform surplus military property into valuable assets, aligning both community needs and development opportunities.
