The City of Norwich envisioned transforming the existing Franklin Square signalized intersection to improve traffic safety, traffic operations, and circulation. The City partnered with VHB to deliver an innovative design solution for a modern roundabout at the intersection, which included reusing existing pavement, approaches, lighting, and the original flagpole. The design allowed for continued business access and intersection operations during construction, while adding parking to the downtown business district, improving traffic flow, and enhancing pedestrian safety.
By prioritizing teamwork, streamlined design, and efficient construction, the project minimized impacts while delivering significant operational and safety improvements, and demonstrated how modern roundabouts can be implemented at a cost comparable to traditional signalized intersections, establishing their viability and value as a scalable solution for communities statewide.
