The historically significant and long-vacant Monson Developmental Center is one step closer to becoming a mixed-use destination that expands housing choice, supports local economic growth, and brings renewed purpose to one of Western Massachusetts’ most significant redevelopment opportunities.
At a recent Monson Town Meeting, residents approved a zoning amendment for the former Monson Developmental Center, establishing a planned village district and advancing a redevelopment vision led by Westmass Area Development Corporation. The approval creates a new zoning framework for the 108-acre site that can accommodate approximately 400 housing units, along with complementary commercial uses, public amenities, open space, and infrastructure improvements. Vacant since 2012, the former state hospital site represents a significant opportunity to transform an underutilized property in support of long-term community vitality. The vote marks a major milestone for Westmass, the Town of Monson, and the broader region as communities across Massachusetts seek creative ways to address housing demand and strengthen local economies.
Westmass engaged VHB and DBVW Architects to help turn the campus vision into a concept plan and implementable zoning strategy. VHB began with a detailed evaluation of environmental conditions, historic resources, infrastructure capacity, access, circulation, and market dynamics. That analysis identified key opportunities and constraints and informed a series of land use scenarios exploring different layouts, densities, and mixes of uses. To support decision-making and community understanding, the project team developed conceptual site plans, diagrams, and renderings illustrating potential building areas, circulation patterns, parking strategies, public amenities, and landscape features.
Building on the preferred plan, VHB translated the planning concepts into an implementable zoning approach and drafted the zoning bylaw amendment considered by the Town. The new district allows a range of residential and commercial uses and densities while remaining sensitive to the site’s historic character, physical constraints, and community priorities. By integrating planning, zoning, environmental insight, and community-focused engagement, the project establishes a flexible foundation for future redevelopment of the former campus.
