Following Hurricane Sandy's devastating impact on the Atlantic coast in October 2012, the National Park Service faced extensive damage to critical infrastructure across several iconic sites. VHB led comprehensive damage assessments and recovery efforts supporting approximately $28 million in Emergency Relief for Federally Owned Roads funding requests. VHB prepared damage survey reports with storm impact summaries, preliminary cost estimates, and evaluations of how storm surge and coastal processes altered site conditions. This technical foundation helped NPS move quickly from assessment to design and reconstruction with resilient infrastructure solutions that protect these treasured public spaces for future generations.
Under the Eastern Federal Lands Transportation IDIQ contract, VHB provided project oversight, verified deliverables, standardized progress reporting, and facilitated communication among NPS, the Eastern Federal Lands Highway Division, and project teams to maintain momentum across this complex, multi-site recovery effort. Our work included coastal hydraulic analysis and design of the Fire Island National Seashore pier replacement; design and replacement of 500 linear feet of bulkhead with climate resilience considerations at Floyd Bennett Field; and reconstruction of the Great Kills Marina at Gateway National Recreation Area, including operational assessment, wave and surge analysis, pile replacement, floating docks, electrical pedestals, and utility coordination.
