Citadel Financial Services and Vornado Realty Trust are redeveloping 350 Park Avenue, into a 62-story, 1.8-million-square-foot office tower serving as Citadel’s flagship workplace. Located above the Grand Central Terminal trainshed between 51st and 52nd streets, this project contributes to the continued revitalization of East Midtown through a transit-oriented development (TOD) that enhances the area’s commercial infrastructure.

VHB is guiding permitting and environmental review while providing civil and transit design services to integrate the tower with the complex infrastructure of Grand Central Terminal. Our team supports the building’s placement above and around active tracks, including structural and transit modifications aligned with Metro-North Railroad, Metropolitan Transportation Authority (MTA), and TOD standards. VHB is also assisting with the early planning and delivery approach to rehabilitate and rebuild the Sector 3 trainshed section between 50th and 53rd streets, as part of a public-private partnership between the MTA and Vornado Realty Trust.

Once complete, the mixed-use development will pair premier office space with street-level retail, including a restaurant and a 12,500-square-foot public plaza—introducing new public amenities that activate the streetscape and support enhanced vibrancy and accessibility. By connecting offices, retail, and public spaces directly to one of the city’s busiest transportation hubs, 350 Park Avenue highlights the power of TOD and public-private partnerships to enhance accessibility, drive economic activity, and strengthen neighborhoods.
