VHB was engaged to support a critical power infrastructure upgrade and redundancy project for an AT&T data center in Watertown, MA. The project involved construction of a new underground duct bank and manhole system from the Arsenal Street/Birch Street intersection to the data center within a constrained urban corridor shared with adjacent commercial properties. VHB provided integrated planning, permitting, and design services, including detailed topographic and underground utility surveys, zoning and permitting analyses, easement review, and wetlands and environmental due diligence to identify jurisdictional resource areas and regulatory constraints. The team advanced preliminary site/civil design for the new duct bank and manhole system, coordinated alignments and technical requirements with the utility provider, and worked with abutters and easement holders to address access and rights issues. During construction, VHB supported contractor and utility coordination, offered value engineering, and prepared a construction traffic management plan, minimizing environmental impacts and disruptions to neighboring properties and the surrounding roadway network.
