Pilgrim 1600 Acre Area Plan

Plymouth, MA

Following the 2019 closure of the Pilgrim Power Station, the Town of Plymouth began planning for the long-term future of a former nuclear power plant site and surrounding 1,600 acres owned by Holtec International Corporation. Working in partnership with Sasaki and Landwise, VHB is helping the Town evaluate future opportunities for the site through a phased master planning process. 

VHB supported the three-phase planning effort as the team moved through data collection and analysis, development of concepts/land use recommendations, and preparation of a final master plan. The team also helped facilitate public engagement activities, where residents explored potential land use scenarios and shared priorities for the site. Community feedback has emphasized a preference for conserving much of the property and limiting new development. These insights informed master plan concepts that concentrate development in select areas while preserving open space and considering potential uses such as a working waterfront, recreation, and/or tourism-related facilities.
