The Creedmoor Mixed-Use Project is transforming a long-underutilized portion of the Creedmoor Psychiatric Center campus into a connected, community-focused neighborhood in eastern Queens. Located on 46.5 acres of state-owned land, much of the Creedmoor property has remained inactive for decades, creating an opportunity to bring new housing and essential services to an area experiencing significant demand.
The project will introduce more than 2,000 homes, including over one-thousand affordable units, with stipulations for supportive housing for seniors and veterans. In addition, the project will provide neighborhood retail, a community recreation center, older-adult centers, an early-childhood education center, a public school, and 10 acres of open space.
VHB’s work has included leading environmental analysis, site planning, and infrastructure design, coordinating with agencies and stakeholders, and collaborating with the New York State Historic Preservation Office (SHPO) to explore adaptive reuse opportunities. This approach supports a redevelopment framework that honors the site’s history while advancing modern, community-oriented design. Together, the project components aim to create a walkable, connected environment that fosters long-term community vitality.
As an outgrowth of this effort, VHB also supported Empire State Development (ESD) and the New York State Energy Research and Development Authority (NYSERDA) in developing a Clean Energy Master Plan to guide the transformation of the site into a Net Zero community.
