To support the Kingston substation rebuild project, VHB provided environmental permitting and siting services, due diligence assessment, and soil pre-characterization to facilitate off-site soil disposal during construction. During soil pre-characterization activities, soil contamination was identified above regulatory thresholds. VHB expedited the effort to delineate the contamination, identify the source, and perform a risk assessment, successfully achieving regulatory closure under the Massachusetts Contingency Plan, all before the planned start of construction.
