Pfizer, a leading research-based biopharmaceutical company, expanded its presence in Massachusetts by investing more than $200 million in the development of a 175,000‑square‑foot clinical manufacturing facility in Andover. The state-of-the-art space contains five independent manufacturing suites that support Pfizer’s highly complex and diverse biologics research. With the project’s schedule serving as the primary driver, VHB conducted extensive research to understand the permitting history of the site, identified build-out limitations, and anticipated local issues that could impede future approvals. Keeping a close eye on Pfizer’s timeline, VHB secured a Major Project Special Permit and a Wetland Order of Conditions site permit on a highly aggressive schedule and issued advanced site drawings. This enabled construction to begin months ahead of the full building design packages, accelerating the development to meet an aggressive opening day schedule.
