Penrose Roundabout

Located in South Philadelphia, a major intersection serving as a key access route to the City of Philadelphia’s stadium district had long posed operational and safety challenges. With its unusually wide geometry and multiple converging approaches, the intersection proved difficult to navigate and presented safety challenges for pedestrians, cyclists, and motorists, particularly during peak traffic and major event conditions.

VHB partnered with the City to transform this complex, signalized intersection into a modern roundabout designed to slow vehicle speeds, simplify decision-making, and improve multimodal safety. As part of the effort, VHB supported ADA-compliant design development and implementation through construction planning and technical review across multiple design phases, helping to advance a buildable solution aligned with safety standards and project goals.

Now complete, the new roundabout configuration has reduced conflict points, improved traffic flow and accessibility, and better reflects how people move through the space—advancing the City’s Vision Zero and Complete Streets goals while creating a safer gateway to the surrounding community and stadium district.
